Since 2002, the Volunteer Income Tax Assistance (VITA) Clinic at Total Action for Progress (TAP) has provided free, high-quality tax preparation for low- and moderate-income residents across Southwest Virginia, empowering families to claim critical credits, like the Earned Income Tax Credit, and build financial stability. Through the service of committed volunteers, the clinic has become a regional model of volunteer-driven service.
A dedicated team of volunteers serve at the clinic, including Steve Cronemeyer, David Hunter, Diane Johns, John Normandy, Gerald Oefelein, Barbara Stecker, and Tom Willard, who collectively contribute thousands of hours each year. These volunteers
manage every aspect of service, from client intake to filing, ensuring each client is treated with respect, education, and dignity. Their commitment returns hundreds of thousands of dollars annually to the local economy and represents a lifeline for many who lack affordable tax services.
The clinic exemplifies innovation and adaptability, having transitioned to secure online filing and contactless service during
the COVID-19 pandemic while maintaining rigorous IRS standards. Beyond tax season, the VITA Clinic fosters leadership, financial literacy, and civic engagement among volunteers and clients alike.
Through vision, dedication, and compassion, the TAP VITA Clinic demonstrates how service, skill, and heart can transform lives, strengthen communities, and inspire others to give back—year after year.
